Vehicle would be the best way to get around.

In order to see everything you'll need a vehicle especially if you decide to visit Tahoe, Sacramento, or the Bay Area. If you are sticking around town you could utilize a bike but remember that Rocklin does have some elevation. You'll get an excellent workout if you do though!
