My favorite restaurant in Puerto Vallarta and super inexpensive. $3 USD lunches including a drink, you can not beat it.

My favorite restaurant in Vallarta with an unpretentious ambiance and a 5 star chef. Ask for the waiter Jesus who has worked there always.

Go here for one thing - the chiles en nogada. Can't vouch for the rest of the menu but this stuffed chile (your choice of beef, shrimp, or vegetarian), with a white creme sauce, and pomegranate seeds is worth a visit. Friendly service.
